Montgomery County Energy Efficiency Program 

The Montgomery County Energy Efficiency Program (MCEEP) is FREE program through the Montgomery County Department of Housing and Community Affairs and administered by Habitat Metro Maryland aimed at reducing home energy usage for qualified PEPCO customers.

Potential Services:

You may be eligible for various energy efficiency upgrades throughout your home including…

  • Attic insulation
  • Heating & Cooling Upgrades
  • Water Heater Replacement
  • LED Light Bulbs
  • Programmable Thermostat
  • Solar Powered Attic Fan
  • Chimney sealing
  • Upgrades to major home appliances; refrigerator, washer, dryer, and dishwasher.



To be eligible, one must:

  • Be a current resident of Montgomery County
  • Own and occupy the home where services are requested
  • Be a PEPCO customer
  • Meet household income requirements (see income table)

Applications can be submitted any time. There is no deadline for this program.

With you application, you must also submit the following:

  • Photo ID for all household members 18 years and older
  • Proof of last 30 days’ GROSS income for all household members 18 years and older
  • Current Electric Bill
  • Current Heating Bill if heating source is not electric
